how receive notification message local server such wamp android devices?

i dont wanna use c2dm or gcm because there no internet connection. have use local server. how push notification local server such wamp server android device? devices in lan network... heard mqtt m not sure work local server or not

i want send notification device1 , receive server(local) , server(local) push notification android device2
